zebra finch beak peeling and the eye is closed?

my zebra finch beak is peeling (what is your turn white) and keeps his left eye closed.is this normal? wrong? looked very sick last week, wouldnt eat or even move and it looked like die.now its best, but its peak is off like crazy and his eye is closed.could be because I give him bread soaked in milk as 2 times a week? What should I do? ps I do not know if it's a boy or a girl or how old he is, I found 3 months on my balcony ago.it also eat food for parrots, thats their main food.

Bread and milk is not good for a Mandarin who eat small seeds, as millet. Parrot Food is too big for him, will only eat the small seeds.
